The first step is to get your hands on the parts to build the still for brewing. For this, you require: 
boiler, copper tube, condenser & mash barrel.

Now, you can place the still anywhere, however, do be mindful of the location, as law will be out looking for stills on the regular!

In order to brew things, you also have to have the recipe book. There are multiple different ones to gain, some in easier ways, some in harder. As long as you have a recipe book, you can look at the book to know what you need to brew the product.

Once you have the recipe book and things you need, just get to brewing, bootlegger - and be prepared to either run or fight for what's yours, as others will surely see the smoke, or someone might even report you to the law if unlucky enough.
